Pueblo City Council to Consider Safeside Recovery as Permanent Homeless Shelter Operator

PUEBLO, Colo. — The City of Pueblo is poised to potentially designate Safeside Recovery Foundation as the permanent operator of its only homeless shelter, city officials announced ahead of the upcoming City Council meeting.

Safeside Recovery, a local nonprofit organization, has been managing the shelter on a temporary basis for the past six months under a city contract. The organization recently submitted a formal proposal to take over full-time operations, which the city said met all the requirements outlined in its request for proposals (RFP).

Under Safeside’s stewardship, the shelter would continue to offer year-round access to overnight accommodations, meals, and supportive programs aimed at assisting unhoused individuals.

Rob Miller, president of Safeside Recovery, emphasized the group’s commitment to compassion and partnership with the city. “It all starts with us with compassion. Our heart goes out to the people we see every day,” Miller said. He added that Safeside already has strong relationships with shelter residents and the community, and that the organization plans to expand services and staff support.

Although Safeside would manage day-to-day shelter operations, the City of Pueblo will retain ownership of the shelter facilities and continue oversight of financial matters. Miller described the relationship with the city as cooperative and supportive, highlighting ongoing maintenance and facility care.

Looking ahead, Safeside hopes to appoint a full-time executive director by fall and enhance compensation for shelter staff. “We want to provide the community with the shelter they’re looking for and deserve,” Miller said.

The proposal will be discussed during Tuesday night’s City Council meeting, with a final vote scheduled for Monday, June 9.
